I didn't think that, when Jadis talks about her dad I don't get the impression of someone who would rape.

I got the impression that he'd do almost anything if it supported his cause. It's hard to reconcile any other conclusion with his body count of over 17,000. That said, I don't see how raping the White Witch to get a couple of kids would support his cause any more than just finding a willing woman to bear his children.
I'm getting some sinister vibes from the White Witch, personally. Bored frost sorceress playing the part of the hero is what occurs to me, with some disturbing longish-term use for a daughter. Dr. Diabolik might well have put in the devil and the implant to protect Jadis from her mother. Or, alternatively, they might be part of a sympathetic magic affair to in some way contain or constrain her mother. All pure conjecture, based entirely on the completely unsupported belief that the White Witch is really a villain.

Well, the White Witch is the major villain in the Chronicles of Narnia, which is where you might be getting the idea from. And Jadis does seem to have a Narnia fixation, unless she was just joking when she said her wardrobe had everything except a pathway to Narnia, and she was working on that.
