When the Lit Chix decide how to split their group during Ayla and the Network, Reverb's ability to echo their power is taken into account since it doesn't work equally well with all of them.

I have been wondering about a similar concept, a character that has powers but can't use them, s/he needs someone else pattern to attune and resonate with, at that point this second person can use the mutant's powers (I'm not sure if the mutant can then even then).

Sounds almost like the opposite of a power mimic - mimics generally don't have any independent powers, but 'borrow' them off others in the vicinity (sometimes by proximity, sometimes by touch); whereas that type of power has independent powers, but can't use them - they can only be 'borrowed' by someone else.
Hmm.... so if that type came across a mimic who could only hold one power at a time, and neither were exemplars or had any other 'enhancements', would they be competing on a level playing field - more-or-less as baselines?

Power Mimics can 'borrow' Buffers (sorry for the MMO'ism) can 'lend', and a Power Mimic mimicing a Buffer could borrow the Buffer trait while being lent the power from the Buffer, using the borrowed trait to lend power to the Buffer in return, hence both benefitting from it.
