two things...
First, do we have a new encoding format for later posts on the whats new page, if so, what do I need to change my encoding to?
2nd, about the same page, is it possible to set up an RSS?

There shouldn't be, just an error that there hasn't been enough time to fix.
I don't know for sure, but I suspect that what we generally get each week is pretty big, and would be difficult to use with a RSS system. Of course you should take that with a mine of salt, as I've never used RSS before and have no idea whatsoever how it works.

As Diane said in another thread, the bad encoding was a mistake that they didn't catch until it got posted.
The encoding Warren has been using for the last few years has been plain 7-bit ASCII, which means that any encoding you set your browser to works. If you go into the various story files and look, you'll see that right up front, within the first half dozen or so lines.
