Top of my head, sounds like The Final Solution to the mutant problem of all those kids that the MCO managed to "disappear".

Based on the context of the quoted piece of the story, I'd have to say that "Butchers Row" is a military code/title of some sort directly in relation to the MCO going hunting for mutants to terminate them in a wholesale manner. IE shoot first, reload, shoot again, and don't bother with the questions.

Most of the time, an operational code-name deliberately has no reference to the subject of the operation so you don't give the game away if communications are intercepted. e.g. Overlord (D-day), Husky (invasion of sicily), Dragoon (invasion of southern france)
That said, Butchers Row is very indicative, given the context.

My guess would be Butcher's Row = Roswell and that it is a kind of concentration camp/laboratory where they do whatever sciency things they want to on mutants, preferably the ones that can blend in with the "pure" so they can figure out how to root them out.

What popped into my mind was one of the Matt Helm books, but a quick check showed that the title was Murderer's Row.

Though I feel that this group has a more typical level of power as a team I still feel that they are missing something that would allow them to really compete in the sims against the guys that seem to run all over them. Anybody feel that same? And if so, what do you think they are missing?
