1. Shifter 'clothing' is effectively their skin. If they are wearing normal clothing, it may (or may not) be absorbed in the shift (see also possible magical effects of clothing 'disappearing' as part of the process).
Someone like Jimmy T manifiests his clothing, and as such it is a part of him. He also can create biological processes (including secreting acid strong enough to quickly eat through concrete) so if he was wearing normal clothes, he would be able to absorb them into himself as he shifted. Heck, he is a good-enough shifter that he could probably create an internal 'pouch' to hold them safely until he needed them (ie shift around them and store them until needed).
Someone like Jamie, however, does not so much 'shift' as get overwritten by the spirit he is currently housing. As such, he would not absorb clothing (or be able to manifest any), and may well split the seams of clothing if his proportions change much.
2. Power mimicing is a separate issue. A high-end shifter (again like Jimmy T) can manifest other powers (in his case, I believe it to be an EN rating). Again it will depend on the shifter.
You could run it as a shifter/power mimic that 'needs' to assume the target shape in order to access the target's power style (this would be a mental block, as it were).
Just remember that shifting, of itself, does not automatically guarrantee being able to mimic the power used by the person you have shifted into.

Thank you for your responses. The clothing thing makes sense to me like that, I guess mystique from X-men is somehow like it would work.
As for power mimicking, I would like my char to be learn to do so, as I believe it would fit for a reason to better accept their powers, but also allow new possibility to interaction with others.
Also I figured as much as learning powers, as my char is still trying to learn theirs, but still there could be some effects that are less restrictive to knowing how to use them and more about just having them.

The Canon Materials section of the forum probably has a lot of information you could use, not sure if they've done much with shifters, but I think they have. And the Canon Materials Comments have a ton of conjectures on the reader's part.
My advice is to decide more or less how powerful you want the character, but don't set that in stone, in case you need to change it, I assume it's more group storytelling then official game play(can't remember what it's called right now).

RP, or Role Play 
Well I want my char to be powerful, but take time to really understand and control her powers.
I forgot to say, but the mental block in place for her, keeping her a girl and unable to return to her own original male body.

yup,Still I'd like to get a better understanding about what is realistic in the universe, so i can get a better understanding about what i can/can't do with the powers
