Go to your Control Panel, Account Settings and in the "Avatar Type" drop-down select "Upload avatar." The page will reload with a line to upload your avatar, and the filesize restriction - to wit: max size 80x80 pixels, allowed formats png, jpg or gif. I remember someone using an animated avatar, so apparently animated gifs are compatible with the system. For my taste, 80x80 is a tad too large and sorta breaks the site layout, so my avatar is actually 64x64 -- but that's me.
Anyway, the real hurdle is that uploaded avatars have to be approved by the sysop -- and, well, since there are a few troubles with permissions and Warren stepping down, I don't know if anybody currently is doing the checking and approval. It might be a while until your avatar is approved.

I had to read this while looking at the proper screen for it to help, I wasn't seeing the Avatar Type select option, just completely scanning past it. Thanks!
