Perhaps she thought they were just fun pranks, which is why she decided to just fully-drowify Jobe rather than do something really nasty to him. In fact she may have done him a favour, he has regenerated without noticeable ill effects, something that wasn't certain to happen.

Sara vs. Voodoo wolves? More snacks her way. Counterpoint? I'd say he'd have to mimic Tennyo at the very least to handle Sara. So I don't think those could be the cases. Maybe another Goober attack? I mean, she's a GOO after all, special weapons are needed to deal with her even on a temporary basis.

As for the peace deal, Jobe likely put a notion in the contract that IF injuries he'd sustain in purging would be too severe to survive (like, maybe lobotomy or something) measures would be taken to NOT continue with the process. And since my memory has thrown at me a piece of trivia like:

It is likely that his brain was faster to realign itself to Drow cells than most of his other body, except maybe for injuries. So she likely contacted his mind and told him that and he was forced to make a Sadistic Choice - to become a "vegetable" or to become a 100% Drow female.
