Harry does have the devil's own luck, maybe he's a mangler. I'd replace the Badass 4 with Determinator 7, Harry never gives up, even when dead... all twice that he's been so.
Though he does need a badass rating, I'm just not sure how high it is at this time.
Don't read the spoiler unless you're caught up in the books, please.
Toggle SpoilerHe did manage to both assassinate himself and survive the assassination, though that did need help for both
Maybe Harry is the avatar of awesomeness, probably Avatar 6 or 7, to survive it.

Pigheadedness-7
Attitude-6
Because he has both in excess.
|
I don't think that those can qualify as being a super power... as it's clearly available to baselines.
How about Pinky and the Brain? Perhaps something like:
Pinky: Ex-3/Regen-3
Brain: Ex-3 (limited)/Dev-1

Rushuna Tendou of "Grenadier":
Exemplar-2 (with the Most Common Superpower)
Esper-4 (Improbable Aiming Skill and also Gun Fu, not to mention the most astounding reload technique I have ever seen, so don't show it to Chaka)

I don't think Chaka has the assets to pull that off yet.

Don't give her any ideas, or a challenge like that, who knows what kind of crazy she could muster up with her chi to do something like that.
Here one for you
Harry Dresden:
Wiz-4+
Esp-2(soul Gaze)
Regen-2
Badass-4

Ki Technique: Oppai-do

| Telportation and possibly Invisibility, I reckon.

Or possibly some kind of space or reality warper. Does teleportation allow you to teleport one part at a time safely? And at one point it floats in the air . . .

Ex (Physical 2, Mental 6)
ESP 3 (extraordinary awarness)
Please debate this if you feel I am wrong.

You're wrong.
Part of Holmes method is that it's learnable: something that anyone can do if they're only single-minded enough.
He's physically capable, but not really at the Ex2 level. When it comes to violence he triumphs due to impressive skill where his foes rely on brute force.
And he's intelligent, but lacks some of the common attributes of the mental exemplar, notably the memory. His is good, but he still relies on other people and a substantial archive. He'll often have a partial recollection, then have to go through several weeks of newspapers to find the details.
ESP? Not really. He does notice things but that's concentration. And he may not notice things in an area outside his expertise; that's one of the key reasons he keeps Watson around, for his forensic medical knowledge.
I think that part of Holmes' appeal is that he's just a normal, (if extraordinary) man.
